对外开放、科技创新与经济高质量发展耦合协调研究

Research on coupling and coordination of opening up,scientific and technological innovation and high-quality economic development

国家到地方的“十四五”发展规划均强调了对外开放、科技创新与经济高质量发展,三者如何耦合协调值得深入研究。基于文献研究与数据可获取性确立对外开放、科技创新与经济高质量发展的评价指标体系,构建系统间耦合协调模型,结合灰色关联理论对15个副省级城市2016—2019年三系统和两系统耦合协调发展情况、子系统综合发展水平、各区域影响三系统耦合协调度的关键指标等问题展开实证研究。研究结果表明,副省级城市系统间耦合度均较高,系统间存在较强关联,且低耦合度等级城市正逐步追赶,但城市间耦合协调水平存在较大差异,部分城市面临进一步失调风险。分区域来看,东北地区与东部地区、中西部地区副省级城市耦合协调发展差距较大,子系统指标与三系统耦合协调度关联较强,各区域强灰色关联度重合指标偏向协调、绿色、共享等方面。据此建议兼顾三系统自身综合实力提升,因地制宜缩小区域耦合协调发展差距,同时发挥各经济圈合作优势,实现要素协同共享。

The “14 th Five-Year” development plans from the state to local governments stress the importance of opening up,scientific and technological innovation and high-quality economic development.How to couple and coordinate the three is worthy of in-depth study.Based on literature research and data availability,the evaluation index system is established concerning the opening up,scientific and technological innovation and high-quality economic development,the coupling and coordination model is constructed between systems.With the help of the grey correlation theory,an empirical study is carried out about the two-system and three-system coupling and coordination development issues,subsystem development levels,and the key indices influencing the three-system coupling and coordination levels,etc.of the 15 quasi-provincial municipalities from 2016 to 2019.The results show that the coupling and coordination degree between quasi-provincial municipalities is high,there is a strong correlation between systems,and municipalities with low coupling and coordination degree are gradually catching up,but there are great differences in the coupling and coordination level between municipalities,and some municipalities are facing the risk of further imbalance.In terms of geography,there is a large gap in the coupling and coordinated development between the northeast region and the quasi-provincial geography in the eastern region and the central and western regions.The subsystem indicators have a strong correlation with the coupling and coordination degree of the three systems and the strong grey correlation degree of each region coincides,and the indicators are biased towards coordination,green,sharing and so on.It is suggested accordingly that three systems should be integrated to enhance their overall strength,reduce the gap between regional coupling and coordinated development according to local conditions,while giving full play to the advantages of cooperation in various economic circles,so as to achieve synergistic sharing of elements.
