脱贫攻坚与乡村振兴有效衔接的内在机制研究——基于贵州实践的考察

Research on the Internal Mechanism of the Effective Connection between Poverty Alleviation and Rural Revitalization——Investigation based on Guizhou Practice

脱贫攻坚与乡村振兴的有效衔接,是我国当下推进农村现代化战略的重要部署和实践。探明其内在机制,对我国推进农村现代化具有重要的实践意义和政策意义。基于贵州实践考察,脱贫攻坚与乡村振兴有效衔接的三大主要内在机制,分别是中国共产党在农村的“接力棒”式的使命相承的领导机制,基于超大型国家“全国一盘棋”式的资源互济的组织机制,以及多元主体“内燃机”式社会动员的利益机制。三者之间具有发展演变性、逻辑关联性和实践操作性。脱贫攻坚与乡村振兴的有效衔接应注重发挥三大内在机制的作用,推动我国“后脱贫攻坚”农村的高质量发展。

The effective connection between poverty alleviation and rural revitalization is an important deployment and practice of China's current strategy of promoting rural modernization.Exploring its internal mechanism has important practical and policy significance for promoting rural modernization in China.Based on the practical investigation in Guizhou,the three main internal mechanisms for the effective connection between poverty alleviation and rural revitalization includes the leadership mechanism of the"baton"mission of the Communist Party of China in rural areas,the organization mechanism of resource mutual aid based on the"taking the whole coutry into account"of super large countries,and the interest mechanism of multi-agent"internal combustion engine"social mobilization.The three,logically connected and associated,possess practical operability.To ensure the effective connection between poverty alleviation and rural revitalization,attention should be paid to the role of the three internal mechanisms to promote the high-quality development of China's"post poverty alleviation"rural areas.
