生态文明建设视域下的集体经济绿色转型——以江苏省为例

On Green Transformation of Collective Economy from the Perspective of Ecological Civilization Development: A Case Study of Jiangsu Province

进入新世纪尤其是党的十八大以来,江苏省农村集体经济发展明显地展现出一个绿色转型或重构的过程,并日益呈现为一种以绿色生态为表征的新农村集体经济样态,或称之为乡村版的“社会主义生态文明经济”。这种“再集体化”与“绿色转型”的高度契合,既体现了我国经济社会发展由重点解决温饱问题到全面实现小康、再到建设富强民主文明和谐美丽的社会主义现代化强国的台阶式发展规律及其客观要求,也是由于“再集体化”和“绿色转型”可以较好地满足新时代农村经济发展既要适应改革开放和市场经济体制需要又要坚持“强基”“固本”“富民”“利民”“惠民”“为民”的社会主义宗旨和方向的要求。这一趋势的进步意义或价值意涵同时体现在经济、政治、文化、社会和生态环境治理等多个维度,而单向度的经济考量或经济与生态的双重定位,都不足以准确反映农村集体经济及其绿色发展的战略意义和价值。

In the new century,especially since the 18th National Congress of the Communist Party of China,the development of rural collective economy in Jiangsu Province has undergone a process of green transformation or reconstruction,increasingly presenting a new pattern of rural collective economy characterized by green ecology,or the rural version of“Socialist ecological civilization economy”.“Green transformation”highly accords with“Re-collectivization”,which reflects the stepped development law and objective demands of China ’ s economic and social development from focusing on food and clothing to achieving a moderately prosperous society in all respects,and then to building a strong,prosperous,democratic,civilized,harmonious and beautiful modern socialist country. Adapting to the reform and openingup and market economy in the new era,“Re-collectivization”and“Green transformation”can better meet the needs of rural economic development. Besides,the value orientation of socialism has been upheld in doing so,including“Strengthening the base”,“Consolidating the foundation”,“Enriching the people”,“Benefiting the people”,“Profiting the people”and“Serving the people”. The progressive significance or value implication of the trend is reflected in many dimensions,such as economy,politics,culture,society and ecological environment governance,while the one-way economic consideration or the dual positioning of economy and ecology is not enough to accurately reflect the strategic significance and value of rural collective economy and its green development.
