摘要
基于国家道路机动车大气污染物排放清单编制技术指南的分析方法,对济南市机动车保有量及排放主要污染物一氧化碳(CO)、碳氢化合物(HC)、氮氧化物(NOX)、颗粒物(PM)等进行分析,并对近年来济南市采取机动车污染防治“疏堵结合”工作措施的减排效益进行估算,其中,国Ⅲ排放标准柴油货车实施限行措施,可使市区内柴油货车氮氧化物(NOX)及颗粒物(PM)排放减少54.0%、67.7%;老旧柴油车的报废更新措施,减少了济南市机动车氮氧化物(NOX)、颗粒物(PM)排放的30.7%、31.2%。进一步明晰老旧柴油车治理的管理对策方向,为有效减少老旧柴油车排放、加强机动车污染防治监管能力建设、进一步改善环境空气质量状况提出合理性建议。
Based on the analysis method of the technical guide for the preparation of the national road vehicle air pollutant emission inventory,this paper analyzes the vehicle ownership and the main pollutants emitted in Jinan,such as carbon monoxide (CO),hydrocarbons (HC),nitrogen oxides (NOx) and particulate matter (PM).It also estimates the emission reduction benefits of the "combination of dredging and blocking" measures taken to prevent and control motor vehicle pollution in Jinan in recent years.Among them,the implementation of traffic restriction measures for diesel trucks with national Ⅲ emission standard can reduce the emissions of nitrogen oxides (NOx) and particulate matter (PM) of diesel trucks in the urban area by 54.0% and 67.7%.The scrapping and renewal measures of old diesel vehicles have reduced the nitrogen oxide (NOx) and particulate matter (PM) emissions of motor vehicles in Jinan by 30.7% and 31.2%.Further the paper clarifies the management countermeasures for the treatment of old diesel vehicles,and puts forward reasonable suggestions for effectively reducing the emissions of old diesel vehicles,strengthening the construction of motor vehicle pollution prevention and regulation capacity,and further improving the ambient air quality.
