导淮委员会经费问题研究(1929-1937)

Study on the Funds of the Huaihe River Guidance Committee(1929-1937)

为加强对淮河流域水利的管理与建设,南京国民政府特于1929年设立了导淮委员会。但作为导淮工程经济基础的经费问题,自始至终都严重掣肘着导淮工作的开展。在经费严重不足这一“胎疾”的影响下,导淮事业最终完成的实际效果自然不尽人意,与预期相差甚远。通过对导淮经费来源的研究,以及对经费使用情况的分析,能够发现当局通过其他方面的举措力图将经费上的尴尬最小化,并且可以进一步厘清造成经费困难的原因,由此得知南京国民政府既无力也无意办好导淮一事。

In order to strengthen the management and construction of water conservancy in the Huaihe River basin,the Nanjing National Government set up the Huaihe River Guidance Committee in 1929.However,as the economic foundation of the Huaihe River Guide Project,the issue of funds has seriously hindered the development of the Huaihe River Guide Project from beginning to end.Under the influence of the serious shortage of funds,which is a“fetal disease”,the actual effect of the final completion of the cause of guiding Huaihe River is naturally unsatisfactory and far from the expectation.Through the study of the sources of funds for guiding Huaihe River and the analysis of the use of funds,we can find that the authorities have also tried to minimize the embarrassment of funds through other measures.And can further clarify the cause of the financial difficulties,from which we know that the Nanjing National Government is neither capable nor unwilling to do a good job of guiding the Huaihe River.
