区域法治助力乡村振兴:“成渝双城经济圈”法治乡村建设刍议

Regional Rule of Law Helps Rural Revitalization: A Discussion on the Construction of Rural Areas Ruled by Law in the "Chengdu-Chongqing Double-City Economic Circle"

法治乡村建设是乡村全面振兴的一大要素,是乡村振兴战略的题中之义,须完善乡村公共法律服务体系,以期实现法治保障。在制度供给方面,成渝地区法治乡村建设应聚焦于着力宣传《乡村振兴促进法》、因地制宜地方配套法规、建立法治文化阵地。在具体举措方面,解决成渝地区法治乡村建设面临的科技短缺化、乡村空心化、人才阙如化等一揽子现实困境与疑难,应从经济发展的奠基石作用,文化振兴的标志牌作用,人才引入的向导性作用,法治教育的润物性作用为切入点,探求成渝地区法治乡村建设的推进路径。

Rural construction under the rule of law is a major element of the overall revitalization of the village,and it is the meaning of the rural revitalization strategy. The deep feelings and pastoral spirit represented by the villages in the Chengdu-Chongqing area must also improve the rural public legal service system in order to realize the protection of the rule of law. In terms of system supply, the construction of rural areas under the rule of law in Chengdu-Chongqing area should focus on promoting the "Rural Revitalization Promotion Law", local supporting laws and regulations, and establishing a legal cultural position. In terms of specific measures, to resolve the shortage of technology, hollowing out of the countryside, and the shortage of talents faced by the construction of rural areas under the rule of law in the Chengdu-Chongqing region, a package of practical difficulties and problems should be solved from the cornerstone role of economic development, the signboard function of cultural revitalization,the guiding role of talent introduction and the effect of law education as an entry point,exploring the way to promote the construction of rural areas under the rule of law in Chengdu-Chongqing area.
