基于PCA的上海自由贸易试验区贸易便利化实证研究

An Empirical Study on Trade Facilitation in the Shanghai Free Trade Zone Based on PCA

上海自由贸易试验区的重要目标是建设成为具有全球视野、国际水准的贸易投资便利化自由贸易试验区,因此,为了进一步衡量上海自贸区的贸易便利化程度,为自贸区未来的制度创新奠定基础。从国际贸易便利化基本内涵与评价框架出发,构建出了一套适应上海自贸区的贸易便利化指标评价体系,利用SPSS 25.0软件采用PCA对新加坡、香港、上海自贸区等15个国家(地区)2019年的贸易便利化水平测算,避免了传统的德尔菲法和层次分析法等主观性较强的方法的缺陷,通过多重对比分析得出上海自贸区在制度开放视角下的发展建议。

The important goal of Shanghai Free Trade Zone is to build a free trade zone with global vision and international standard of trade and investment facilitation. Therefore, in order to further measure the degree of trade facilitation in the Shanghai Free Trade Zone and lay the foundation for the future system innovation of the Free Trade Zone. Starting from the basic connotation and evaluation framework of international trade facilitation,this paper constructs a set of trade facilitation indicators evaluation system adapted to the Shanghai FTZ, and uses SPSS 25.0 software to measure the trade facilitation level of 15 countries(regions) such as Singapore, Hong Kong and the Shanghai FTZ in 2019 by PCA, avoiding the traditional Delphi method and hierarchical analysis and other methods with strong subjectivity shortcomings, and derives development proposals for the Shanghai FTZ under the perspective of institutional openness through multiple comparative analyses.
