运用系统思维和立体举措推动实现“双碳”预期目标——在第五届鲁青论坛“黄河流域碳达峰与碳中和路径高峰论坛”上的讲话

Using Systematic Thinking and Multi-dimensional Measures to Achieve the Goal of"Dual Carbon"——Speech on Summit Forum of Carbon Peak and Carbon Neutrality of Yellow River Basin at the Fifth Shandong-Qinghai Forum

在积极应对气候变化方面,党的十九届五中全会《建议》提出了“双碳”的预期目标,即在2030年前实现碳达峰,在这个基础上,努力争取2060年前实现碳中和,此被称为“3060”目标,也常常称之为“双碳”目标。这一目标对内对外都具有重要意义。实现“双碳”目标,应在解放思想、创新思维的基础上,运用系统思维和立体举措推动实现“双碳”预期目标。需要抓好如下三个关键方面的工作:第一,要加快构造生态文明体系;第二,要协力解决重点领域问题;第三,要加强区域合作联动。

To actively respond climate change,the Fifth Plenary Session of the 19th Central Committee of the Communist Party of China proposed the"dual carbon"goal,to achieve carbon peak by 2030,and to achieve carbon neutrality by 2060,which is known as the"3060"goal,and often for short as the"dual carbon"goal.This goal is great important both at home and abroad.To achieve the goal of"dual carbon",systematic thinking and three-dimensional measures should be taken to promote the realization of the expected goal of"dual carbon"through emancipating the mind and innovative thinking.Measures should be taken in three key areas:first,to accelerate the building of an ecological civilization system.Second,to work together to solve problems in key areas.Third,to strengthen regional cooperation and coordination.
