基层党组织制度优势转化为治理效能的机制与路径——基于群众路线视角的探析

The Mechanism of Transforming the Advantages of the Primary Party Organizations Into Governance Effectiveness From the Perspective of the Mass Line

加强和创新基层治理关系到党执政的社会基础和国家政权根基的稳固。基于政党在基层治理中的领导地位以及基层治理中群众性缺乏的困境,运用群众路线的分析视角,剖析新时代基层党组织的政治优势和组织优势转化为治理效能的有效实现路径与机制。通过对陕西省石泉县“书记民情三本账”制度运行的研究表明:基层党组织为破解悬浮化的困境,聚焦和回应基层群众需求,构建了党组织统揽全局、跨部门协同、群众共治的治理结构,通过自下而上地收集与界定问题来启动治理流程,建立以有效回应和群众参与为导向的基层治理机制,实现了自上而下的治理资源供给与自下而上的治理需求的有效互动,推进了治理方式的深刻变革。推进基层治理现代化要坚持以回应和参与为导向,以群众路线制度为载体,充分将党的基层组织的制度优势转化为治理效能,打造共建共治共享基层治理共同体。

Strengthening and innovating grassroots governance is related to the stability of the Party’s social foundation and the foundation of state power.Based on the leadership position of the Party and the lack of masses in the grassroots governance,this article,from the perspective of the mass line,analyzes the path and mechanism of how the political advantages and organizational advantages of the grassroots Party organizations are effectively transformed to governance efficiency in the new era.A study on the operation of the“Secretary’s Three Accounts”system in Shiquan County,Shaanxi Province showed that:in order to get out the dilemma of working away from grassroots and failing to reach facts,the grassroots Party organizations focused on and responded to the needs of the grassroots people and built a structure of Party organization controlling the overall situation and facilitating inter-departmental coordination and common governance by the masses;it established a grassroots governance mechanism guided by effective response and mass participation,starting the governance process by collecting and defining issues from the bottom to the top.This realized the effective interaction of top-down governance resource supply and bottom-up governance demand,promoting the reform of governance.To strengthen the modernization of the grassroots governance system and governance capabilities in the new era,we shall,on the basis of the mass line system,stick to the response and participation and fully transform the institutional advantages of the grassroots Party organizations into governance efficiency and build a new grassroots governance climate featuring co-construction,co-governance and co-sharing.
