摘要
推动军民科技协同创新是我国实施创新驱动发展战略的内在要义,是加快形成一体化国家战略体系和能力,促进经济建设和国防建设高质量协调发展的必然要求。依据新时代军民科技协同创新的深刻内涵和主要表现,探讨了军民科技协同创新质量水平的评价内容,构建了军民科技协同创新质量水平的测度指标体系,运用基于主客观赋权的BP神经网络模型对军民科技协同创新质量水平的测度进行了分析研究。提升军民科技协同创新质量水平,需着力构建军民一体化科技创新体制机制、制定军民一体化科技创新规划计划、实施军民一体化科技创新政策法规、搭建军民一体化科技创新平台体系、激发军民一体化科技创新动力活力。
Promoting military-civilian scientific and technological coordinated innovation is the internal essence of China's implementation of the innovation-driven development strategy.It is an inevitable requirement for accelerating the formation of an integrated national strategic system and capability,and promoting the high-quality and coordinated development of economic construction and national defense construction.Based on the profound connotation and main performance of the military-civilian scientific and technological collaborative innovation in the new era,the evaluation content of the military-civilian scientific and technological collaborative innovation quality level is discussed,and the measurement index system of the military-civilian scientific and technological collaborative innovation quality level is constructed,and the BP neural network model based on subjective and objective weighting is used.The measurement of the quality level of military-civilian scientific and technological collaborative innovation is analzyed and studied.To improve the quality of military-civilian scientific and technological collaborative innovation,it is necessary to focus on building military-civilian integration of technological innovation systems and mechanisms,formulating military-civilian integration of technological innovation planning plans,establishing military-civilian integration of technological innovation policies and regulations,building military-civilian integration of technological innovation platform systems,and stimulating military-civilian integration technological innovation power and vitality.
