摘要
针对文山州地区生态环境治理水平不均衡问题,基于生态环境健康内涵,引入附加熵权的优劣解距离法(technique for order preference by similarity to ideal solution,TOPSIS)综合评价模型,从资源丰富度、生态可持续度、社会经济需要3个方面入手,构建评价指标体系并筛选出12个指标,利用层次分析和熵值相结合的方法对指标进行差异性赋值,对文山州105个乡镇开展生态环境健康水平评价。评价结果表明:文山州整体生态环境健康属中等偏高水平,高等水平乡镇占全州50%,中等水平乡镇占28%,低等水平乡镇占全州22%。其中,高水平乡镇集中于州域中部干暖丘原盆地区,且下一步治理重点应放在东及东北部低热河谷区。在评价结果基础上,综合自然与生态环境特征,划分出4个生态环境健康综合分区,提出生态环境健康水平提升策略。
Technique for order preference by similarity to ideal solution(TOPSIS)was introduced to solve the problem of unbalanced level of ecological environment governance in Wenshan Prefecture based on connotation of ecological environment health.Starting from three aspects of resource richness,ecological sustainability and social and economic needs,the evaluation index system was constructed and 12 indexes were screened out.AHP and entropy were used to assign different values to the indexes,and the ecological environmental health level of 105 towns and villages in Wenshan Prefecture was evaluated.The evaluation results show that the overall eco-environmental health of Wenshan Prefecture was at a medium high level,and the villages and towns with high level accounted for 50%of the whole prefecture.Middle-level towns accounted for 28%,low-level towns accounted for 22%of the prefecture.Among them,the high-level towns are concentrated in the original basin of the dry and warm hills in the prefecture,and the next step should focus on the east and northeast low-heat valley.On the basis of the evaluation results,four comprehensive zones of ecological environment health were divided by combining the characteristics of natural and ecological environment,and the strategies for improving ecological environment health were proposed.
