构建共建共治共享基层社区治理新格局的基本路径--以福州市基层社区治理为例

The Basic Path of Building a New Pattern of Co-construction,Co-governance and Shared Grass-roots Community Governance--Taking the Governance of Grass-roots Community in Fuzhou as an Example

以党建为引领,福州基层社区治理取得一定的成效和可推广的经验。但是基层社区治理过程中仍然存在较多不足之处,部分基层社区居民主体意识不高,参与性不强;基层社区联动单位间权责未厘清;治理主体联动共治机制缺位;基层社区治理中缺乏法律和专业人才保障等。针对以上存在的问题,提出一系列解决措施:健全基层社区自治机制,加强居民自治;厘清治理主体权责边界;建立共治机制,强化联动协同;提升专业化和法治化治理水平,促进福州基层社区治理体系的构建,提升基层社区治理水平。

Under the guidance of Party building,Fuzhou's grass-roots community governance has achieved great results and popularized experience.However,there are still deficiencies in the grass-roots community governance process.Some grass-roots community residents'subject consciousness is not high and their participation is not strong.The rights and responsibilities of the grass-roots community linkage units are not clarified,the governance body linkage and co-governance mechanism is absent,the grass-roots community governance lacks legal and professional personnel protection,etc.In response to these existing problems,a series of solutions are proposed to improve the grass-roots community autonomy mechanism and strengthen residents'autonomy,clarify the power and responsibility boundaries of governance entities,establish a co-governance mechanism to strengthen linkage and coordination,improve the level of professional and legal governance in order to promote the construction of grass-roots community governance system in Fuzhou,and improve the level of grass-roots community governance.
