基于主体功能区的差异化绿色发展指标体系研究——以长江经济带为例

Building the Differentiated Green Development Index System Based on Major Function Areas:A Case Study on Yangtze River Economic Belt

绿色发展指标体系是测度绿色发展进程和支撑绿色发展决策的重要方法,然而如果对不同自然禀赋和发展阶段的地域都用相同的指标体系去衡量,不仅评价结论有失公允,也不利于反映各自的问题及需求。论文按照“概念模型—体系框架—指标体系”的思路,基于主体功能区的视角提出了“框架一致、权重不同”的差异化绿色发展指标体系构建方法,采用基于专家群决策的层次分析法确定不同主体功能区绿色发展指标的权重,识别不同分区绿色发展需要重点关注或优先解决的问题。以长江经济带为对象开展的绿色发展指标体系研究表明,绿色发展各目标各要素在长江经济带不同主体功能区的重要性或优先性存在明显差异,应当实施差异化的绿色发展评价和要求。

Green development index system is an important tool measuring the process and supporting the decision-making of green development.However,the same index system that is used to measure places with different nature endowments and development stages could not only lead to an inequitable conclusion,but also hide their urging problems.Following the path of“concept model–system framework–indicators set”,this study proposes a method building the differentiated green development index system with the“same framework but different weights”from the perspective of Major Function Areas.The weights for different main function divisions are determined by the Analytic Hierarchy Process based on experts group decision,through which the problems that should be put attention or prioritization on green development for each division can be identified.A case study on Yangtze River Economic Belt shows that,there are significant differences on importance or preference of green development objectives and elements for different major function divisions,thus differentiated measurement and requirement for green development should be considered.
