Social Governance Strategies in Ethnic Minority Areas under the Social Governance System that is Based on Collaboration,Participation,and Common Interests

党的十九大报告提出“打造共建共治共享的社会治理格局”是在中国特色社会主义进入新时代之后,对社会治理作出的全新谋划。民族地区社会治理作为国家治理体系中的重要组成部分,对其治理既要符合国家治理体系和治理能力现代化建设的要求,又要符合少数民族地区群众的共同意愿与利益诉求。要实现这种内在的统一,就需要发动社会力量,让公众参与到多维建构的实践当中,通过全维视野的战略布局与多维构建的实践来共同生成。首先,通过完善现代自治下的法治化治理,将自治和法治相融合,在依法治理的基础之上,充分考虑民族地区的特殊性和多样性,发挥自治制度的功能和优势;其次,在对社会组织进行引导和管理的同时,改变之前社会组织设立门槛高、手续繁的问题,重视对其培育和扶持。最后,民族地区的社会治理在对传统的治理技术进行创新完善的同时,需充分认识到大数据的重要性,利用好科技创新取得的技术突破。通过信息技术,建立网上数据信息平台、交流平台等现代化的联动共治平台。

The construction of a new model of social governance marks a serious attempt by the Communist Party of China(CPC)to transform the traditional governmental model as well as the social structure of society.By reconstructing an interactive and cooperative relationship between government,society,market,and public,it attempts to achieve a comprehensive building of all these and the goal of sharing and mutual benefit.The social governance system based on collaboration,participation,and common interests focuses on cooperation with and service to the people,i.e.it responds to the demand for and expectation of cooperation in social governance.At the same time,this explains the important context of the end goal of humankind and the interests of social members implied by its aim to serve the public welfare.How to uphold and improve the social governance system based on collaboration,participation,and common interests is a major issue in the new era.As an important part of the national governance system,social governance in ethnic minerity areas should meet the requirements of modernizing the national governance system and governance capacity,and also meet the common wishes and interests of the ethnic monority peoples.To achieve this inherent unity,it is necessary to mobilize social forces and involve the public in the practice of multidimensional construction.China is now in the third stage of its law-based social governance model under which Party committees exercise leadership,the government assumes responsibility,non-governmental actors provide assistance,and the public gets involved.The essence of transforming government functions is to let the government hand over parts of its public affairs to the market or society,and clarify the tasks of the government,market,and society in terms of institutional design so that the government can effectively manage what it should manage,stimulate the awareness of society and people to participate in public affairs,and cultivate the ability to participate in public affairs,thus forming a conscientious cycle of complementary functions and mutual enablement.In the context of modernization,the means adopted for the innovation of governance models in ethnic regions should mainly be debugging,optimizing,and reforming the governance system and the use of models that are compatible with the development of the ethnic minority areas.It should ultimately meet the social needs of the ethnic regions.Firstly,based on law-based governance,the particularity and diversity of autochthonous areas should be fully considered,and the functions and advantages of systems of autonomy should be brought into full play.Secondly,while guiding and managing social,institutions,we should boost social members enthusiasm to participate in social governance so as to promote a kind of positive cooperation and mutual development.Finally,while innovating and improving traditional governance techniques in ethnic minority areas,we need to fully recognize the importance of big data,and make good use of the technological breakthroughs made in scientific and technological research.
