环境规制对劳动者工资收入差距的影响——基于技能溢价视角的研究

The Impact of Environmental Regulation on the Labor Income Gap——Based on Skill Premium Research

生态文明建设背景下环境规制与劳动力的关系备受学者们的关注,但相关研究较少从劳动力技能角度考察环境规制与劳动力收入差距的关系。运用2000-2017年中国30个省市面板数据,从技能溢价层面探究环境规制对劳动力收入差距的影响,结果显示环境规制与技能溢价之间呈现出U型关系,这种U型关系通过环境规制对非技能劳动力与技能劳动力供需的变化而表征,并且我国现阶段正处于U型拐点左侧,同时环境规制对技能溢价的影响在我国不同地区因发展水平不同而存在明显的地区差异性。因此,适度加大环境规制力度,加强技能型人才培养,制定差异化的区域环境规制,有利于促进我国经济高质量发展,最终带来环境保护和经济发展的双重收益。

The relationship between environmental regulation and labor under the background of ecological civilization construction attracts scholars'attention,but few studies discussed the relationship between environmental regulation and labor income gap from the perspective of labor skills.Based on panel data from 30 provinces and municipalities in China from 2000 to 2017,this article empirically tests the impact of environmental regulations on the skill premium.The results find that environmental regulation and skill premium show a U-shaped relationship,this relationship shows the change of supply and demand for unskilled labor and skilled labor by environmental regulation,our country is now at the left of the U-shaped inflection point,and the impact of environmental regulation on skill premium is obviously different in different regions due to different development levels.Therefore,increasing environmental regulations appropriately,strengthening the training of skilled labors and formulating differentiated regional environmental regulations can stimulate the high-quality economic development and obtain the win-win benefit of environment protection and economic development.
