危险废物综合利用产品动态分级管理研究

Study on Dynamic Classification Management of Hazardous Waste Comprehensive Utilization Products

介绍了上海市危险废物综合利用产品的管理概况,分析了近几年综合利用危险废物再生产品的质量状况和企业自行制定的产品质量标准的可行性和符合性,并通过分析危险废物综合利用产品质量符合情况、污染物质去除情况和化学性质安全风险,对危险废物动态分级监管工作中的质量信用分级、评定方法、质量信用监管、质量信用分级监管运用均进行了标准化,并提出了推进国内危险废物综合利用企业质量信用监管化工作的建议,以期在“放管服”和信用监管的大背景下,实现用标准化手段助推智慧监管的有效实施。

This paper introduced the general situation of the management of comprehensive utilization of hazardous waste in Shanghai,analyzed the quality status of recycled products from comprehensive utilization of hazardous waste in recent years and the feasibility and compliance of product quality standards formulated by enterprises.Using product quality compliance,pollutant removal and chemical property safety risks,the quality credit grading,evaluation methods,quality credit supervision and quality credit grading supervision and application in the dynamic classification and supervision of hazardous wastes were standardized,and the suggestions to promote the quality and credit supervision of domestic hazardous waste comprehensive utilization enterprises were put foward,in order to using standardized means to promote the effective implementation of smart supervision in the context of“decentralization,regulation and service”and credit supervision.
