论老年语言福利体系的构建

On the Construction of the Language Welfare System for the Elderly

当下,中国人口老龄化程度日益加深,越来越多的学者开始关注如何在语言领域提升老年群体的幸福与健康指数,语言福利研究便是其中的热点之一。语言福利是国家或组织机构为特定群体提供语言产品与服务,并由政府、社会组织机构买单或给予优惠的机制,老年语言福利是其中的重要组成部分。老年语言福利体系包含语言学习、语言救助、语言康疗和语言抚慰4个方面,福利形式丰富多样。发展老年群体的语言福利事业,开发相关老年语言福利产业,兼具社会效益与经济效益,有助于提升老年群体的生活质量以及语言福利获得感。构建老年语言福利体系,需要从建设主体、立法保证、资金投入、技术支持、人才培养等5个方面开展工作,确保老年语言福利各项工作落到实处,促进“健康中国”建设。

Nowadays,the senior age population constitutes an important client group using personal social services worldwide.China has witnessed an accelerating aging process among its population,and more and more scholars have begun to pay atten-tion to how to improve the happiness and health of the elderly from linguistic perspective.Language welfare,as an emerging hot topic in the fi eld of social care for the elderly,is a mechanism in which the state or institutional organization provides lan-guage products and services for specifi c groups,or pays for such services,in full or partial amount.The language welfare for the elderly is an important part of such mechanism.The language welfare system for the elderly can be approached in rather multiple forms,ranging from language learning,language assistance,language therapy,to language care.The development of language welfare initiatives for the elderly has both social and economic benefi ts,and it helps improve the quality of life of the elderly.Based on an investigation of literature on how age aff ects old adults’language use,this paper argues that,to build a language welfare system for the elderly,it is necessary to carry out work from the following fi ve aspects,namely,multiple stakeholders’involvement,legislative guarantee,capital investment,technical support,and personnel training,to ensure the im-plementation of various forms of language welfare for the elderly,so as to contribute to the construction of the“Healthy China”project.
