同构与权变:乡村振兴政策工具选择的层级表征及其逻辑--基于《乡村振兴战略规划(2018-2022年)》的文本分析

Isomorphism and Contingency Are the Hierarchical Representation and Logic of the Choice of Rural Revitalization Policy Tools:Text Analysis Based on The Strategic Plan for Rural Revitalization(2018-2022)

乡村振兴的实现需要有效的政策工具。考察政策工具选择的层级表征有助于展现各级政府“齐抓共管”乡村振兴的政策图景。文章以中央、山东省、临沂市、沂水县四级政府的《乡村振兴战略规划(2018—2022年)》为研究对象,构建“政府层级—政策工具—振兴领域”三维分析框架,并运用Nvivo12对文本进行量化分析。结果显示:在“政府层级—政策工具”二维分析中,不同层级政府政策工具选择具有同构性和规律性差异,但引入“振兴领域”维度后则有所削弱。政策工具选择的层级表征本质上反映了调和国家治理一统体制与地方有效治理间矛盾的内在逻辑。研究启示乡村振兴配套政策的制定应当突破政策工具选择的同构性与规律性差异束缚,为政策转换留足适当空间。

The realization of rural revitalization needs effective policy tools.Investigating the hierarchical representation of the choice of policy tools will help to show the policy picture of"joint management"of rural revitalization by governments at all levels.Taking The Strategic Plan for Rural Revitalization(2018-2022)of the central government,Shandong province,Linyi city,and Yishui county as the research object,this paper constructs a three-dimensional analysis framework of"govern⁃ment level-policy tools-revitalization field",and makes a quantitative analysis of the text by using Nvivo12.The results show that in the two-dimensional analysis of"government level-policy tools",the choice of government policy tools at different lev⁃els has isomorphism and regularity differences,but it is weakened after the introduction of the dimension of"revitalization field".The hierarchical representation of the choice of policy tools essentially reflects the internal logic of reconciling the con⁃tradiction between the unified system of national governance and local effective governance.This study reveals that the formu⁃lation of supporting policies for rural revitalization should break through the constraints of isomorphism and regularity differ⁃ences in the choice of policy tools,and leave enough space for policy transformation.
