乡村振兴背景下花垣县生态农旅动态耦合过程及路径研究

Study on the Dynamic Coupling Process and Path of Ecological Agriculture-tourism in Huayuan County under the Background of Rural Revitalization

在大力推进乡村振兴战略的背景下,研究脱贫地区农业与旅游业耦合协调发展对促进其产业转型升级、实现脱贫攻坚与乡村振兴有效衔接具有重要意义。本文以精准扶贫首倡地——花垣县为例,从产业耦合角度出发,利用灰色关联分析、耦合协调模型等方法,重点探究花垣县生态农业与生态旅游业耦合发展的过程和存在问题,并提出实现进一步高质量耦合协调的可行路径和策略。研究结论如下:(1)要素关联度上,投资、收入以及交通等指标的相互关联系数较大,对生态农业与生态旅游业的促进作用较大;(2)耦合发展过程上,生态农旅耦合协调水平总体呈波动上升态势,由极度失调类型发展为初级协调类型,在湘西州总体处于中等水平。同时,除2009和2018两年外,基本属于生态农业驱动型产业耦合,生态旅游业对生态农业带动能力不强成为制约耦合的主要原因;(3)结合花垣县实际情况和地方特色,从体制与政策、耦合发展路径、模式与产品、外部环境建设等方面提出了促进生态农旅进一步耦合发展的对策建议。

In the context of vigorously promoting the rural revitalization strategy,it is of great significance to study the coupling and coordinated development of agriculture and tourism in poverty-stricken areas to promote their industrial transformation and upgrading and realize the effective connection between poverty alleviation and rural revitalization.This paper takes Huayuan county,the first place of targeted poverty alleviation,as an example.From the perspective of industrial coupling,using grey correlation analysis,coupling coordination model and other methods,this paper focuses on exploring process and existing problems of the coupling development of eco-agriculture and eco-tourism in Huayuan county,and proposes feasible paths and strategies to realize further high-quality coupling coordination.The results are as follows.(1)In the factor correlation degree,the correlation coefficient of investment,income,transportation and other indicators is large,promoting the eco-agriculture and eco-tourism;(2)In the coupling development process,the coordination level of eco-agriculture-tourism coupling showed a general trend of fluctuation,and developed from extreme imbalance type to primary coordination type,which was at a medium level in Xiangxi Autonomous Prefecture.At the same time,except for 2009 and 2018,it basically belongs to eco-agriculture-driven industrial coupling,and the weak driving ability of eco-tourism to eco-agriculture is the main cause restricting the coupling;(3)Combined with the actual situation and local characteristics of Huayuan county,countermeasures and suggestions were put forward to promote the further coupling development of eco-agriculture and tourism from the aspects of system and policy,coupling development path,model and product,and external environment construction.
