摘要
为评判项目决策是否合理,成效是否达到预期,经济效益的投资回报水平及其可持续发展能力,开展项目后评价是必由之路。论文由此针对某油田健康安全环保监察项目进行后评价研究,结合该项目的特点采用多层次模糊综合评价法构建了三层评价指标体系对本项目进行综合后评价,为保证评价客观性采用调查表方式邀请专家对各项评价指标进行打分,并通过德尔菲法计算各种评价指标隶属于不同评语集的归属度。通过多层次模糊评价法获得更为直观的量化指标,便于推出比定性指标更具说服力的评价结论,提升数据的应用价值。利用文本的综合后评价方法可得,该健康安全环保监察项目取得了较好的效果,完成了预期目标,并具有较好的影响力与持续性,可评价为成功的环保监察信息化建设项目,该项目的建设经验可为该领域同类项目提供参考依据,推动整体行业项目管理水平的提升。
In order to judge whether the project decision is reasonable,whether the effect reaches the expectation,the invest⁃ment return level of economic benefit and the sustainable development ability,it is necessary to carry out the project post-evalua⁃tion.Based on the health and safety of in certain oilfield studies after the assessment of environmental monitoring project,combined with the project characteristics of the multi-level fuzzy comprehensive evaluation method was used to construct the evaluation index system of three layer comprehensive evaluation after the project,invite experts to ensure objectivity evaluation adopts the question⁃naire method to grade of the evaluation indexes,Delphi method is used to calculate the degree of belonging of various evaluation in⁃dexes to different evaluation sets.More intuitive quantitative indexes can be obtained through multi-level fuzzy evaluation method,which is convenient to draw more convincing evaluation conclusions than qualitative indexes and improve the application value of da⁃ta.Using the text after the comprehensive evaluation method,the health and safety environmental monitoring project has achieved good results,to complete the anticipated target,and has good influence and persistent,can evaluate for successful environmental monitoring information construction project,the project construction experience can provide reference for similar projects in the field,to promote the overall industry project management level of ascension.
