乡村振兴视域下基层农业部门职能融合效应分析

Analysis of Function Integration Effect of Grass-roots Agricultural Departments from the Perspective of Rural Revitalization

党的十九届五中全会作出"优先发展农业农村、全面推进乡村振兴,实现巩固拓展脱贫攻坚成果同乡村振兴有效衔接"的重大决策,是脱贫攻坚取得胜利后"三农"工作重心的历史性转移。新时代如何发挥县乡两级基层农业部门在乡村振兴战略中的支撑作用,如何配置部门优势资源,是当前需要深入思考和探索的课题。正安县农业农村部门围绕脱贫巩固提升,按照"产业兴农、改革强农、品牌富农、装备助农、生态立农、政策助农"的思路,就乡村振兴战略下基层农业部门职能融合做了深入探讨,取得成效。

The implementation of the Rural Revitalization Strategy is a major strategic deployment made at the 19th National Congress of the Communist Party of China.The Fifth Plenary Session of the 19th CPC Central Committee made a major decision of"giving priority to the development of agriculture and rural areas,comprehensively promoting rural revitalization,and realizing the effective connection between consolidating and expanding the achievements of poverty alleviation and Rural Revitalization",which is a historic shift in the focus of the work of"agriculture,rural areas and farmers"after the victory of poverty alleviation.In the new era,how to give play to the supporting role of grass-roots agricultural departments at the county and township levels in the Rural Revitalization Strategy and how to allocate departmental advantageous resources are topics that need to be deeply considered and explored.Focusing on the consolidation and improvement of poverty alleviation,the agricultural and rural departments of Zheng'an county have made an in-depth discussion on the functional integration of grass-roots agricultural departments under the Rural Revitalization Strategy in accordance with the idea of"prospering agriculture by industry,strengthening agriculture by reform,enriching agriculture by brand,assisting agriculture with equipment,establishing agricul-ture by ecology and helping agriculture with policies".
