Department of Defense Software Modernization Strategy

为实现“以相应的速度提供弹性软件能力”的愿景,美国国防部发布了《国防部软件现代化战略》。该战略是2019年美国发布《国防部数字现代化战略》的附属战略之一,其继承并发展了2018年美国发布的《国防部云战略》。本战略提出了软件现代化工作的统一原则和工作框架,并总结了三大长期目标:加快建设国防部的企业级云环境;打造面向整个国防部的软件工厂生态体系;以流程改革提升弹性和速度。在每项长期目标下都设置了若干个近期目标,这些近期目标将重点关注软件现代化框架下的技术基石和流程改革问题。

In order to realize the vision of“Deliver Resilient Software Capability at the Speed of Relevance”,the U.S.Department of Defense issued the Department of Defense Software Modernization Strategy.This strategy is one in a set of sub-strategies of the DoD Digital Modernization Strategy issued by the U.S.in 2019,and builds upon,evolves,and replaces the DoD Cloud Strategy issued by the U.S.in 2018.The strategy puts forward unifying principles for software modernization,establishes software modernization framework,and sets out three long-term goals:the acceleration of building DoD’s enterprise cloud environments;the establishment of department-wide software factory ecosystem;transform processes that enable resilience and speed.This strategy lays out several near-term goals under each long-term goal,which focus on the technical enablers and process transformation within the software modernization framework.
