我国“数字丝绸之路经济带”基础设施建设水平评价 被引量:1

Evaluation of the Infrastructure Construction for“Digital Silk Road Economic Belt”in China

摘要 “数字丝绸之路经济带”是中国经济发展与数字经济相结合的最新产物,数字基础设施建设水平的测度成为近年来的焦点话题。为建立数字基建评价的指标体系,搜集2019年15个沿线省份的相关数据,利用熵值法和K⁃means聚类分析法,对我国“数字丝绸之路经济带”相关省份的数字基建情况进行综合评价和分析。结果表明,当前数字基建存在投资疲软、基础工程设备不完善、专业技术人员短缺等问题。采用K⁃means聚类分析,将15个沿线省份的评价指标数据进行分类,根据不同类别的详细特征将其归结为引领型、新秀型、追赶型和发展型4类。结合“数字丝绸之路经济”的发展举措,针对不同省份提出进一步发展数字基建的政策建议。 “Digital Silk Road Economic Belt”is a part of the country's One Belt,One Road initiative,which aims to promote the co-operation in digital economy in the region along the one Belt and one Road.It has become a hot topic in recent years how to assess digital infrastructure construction level in building the Digital Silk Road.To establish the index system for evaluation of the digital infrastructure construction,the data of 15 provinces about infrastructure in 2019 was collected,and was analyzed by using the entropy method and K-means clustering analysis.The evaluation based on the entropy method revealed that there were many problems,such as less investment,imperfect infrastructure engineering equipment,shortage of professional and technical personnel,in construction of the current digital infrastructure.The K-means cluster analysis for classifying the evaluation index data of 15 provinces indicated that it was classified into four types,namely,leading,emerging,catching up and developing,according to the detailed characteristics of different categories.Conclusively,we proposed some policy suggestions for digital infrastructure in different provinces combined with the development measures of“Digital Silk Road Economic Belt”.
