水生态环境改善视角下黄河立法关键制度研究

Research on the Key System of the Yellow River Legislation from the Perspective of Improving Water Ecological Environment

水是黄河流域关键的生态要素,在黄河立法中明确水生态环境保护的关键制度具有重要意义。文章以问题为导向,在深入分析现有法律法规在解决黄河流域主要水生态环境问题方面存在不足的基础上,从水生态环境质量改善角度出发,提出生态流量保障、排污口监管、河湖生态缓冲带等关键制度建议,并提出了实施意见。

Water is a key ecological element in the Yellow River basin.It is of great significance to clarify the key system of protecting water ecological environment in the Yellow River legislation.Aim at solving concrete problems,on the basis of the in-depth analysis of deficiencies of the existing laws and regulations in dealing with main issues concerning water ecological environment in the Yellow River basin,and from the perspective of improving the quality of water ecological environment,this paper put forward the key system recommendations such as ecological flow guarantee,sewage outlet supervision and river-lake ecological buffer zones,and proposed the recommendations for implementation.
