新时代新发展阶段扎实推动共同富裕,需要制度系统集成创新。推进共同富裕制度系统集成创新,要从体现社会主义的本质要求和社会主义制度优越性的高度考虑,从有利于推进国家治理体系和治理能力现代化的高度考虑,从有利于彰显中国式现代化道路重要特征和创造人类文明新形态前进方向的高度考虑,从有利于顺应民心、致力民富、促进人的全面发展的高度考虑,从立足新发展阶段、构建新发展格局、实现高质量发展的高度考虑。扎实推动共同富裕制度系统集成创新的重点任务有:坚持和完善社会主义基本经济制度,加快完善推动经济高质量发展的制度,建立和完善扩大中等收入群体的制度,进一步完善收入分配制度,完善现代财税和普惠金融制度,不断推动完善基本公共服务均等化制度,健全发展农村集体经济、促进农民增收的各项制度,健全调动贫困人群积极参与社会治理的制度等。

To make solid progress in promoting common prosperity in the new development stage in the new era,we need institutional integration and innovation.Promoting institutional integration and innovation of common prosperity,we should take into consideration the need to reflect the essential requirements of socialism and the advantages of the socialist system;the need to modernize China’s system and capacity for governance;the need to highlight the important characteristics of the Chinese modernization path and innovate the direction of the new form of human civilization;the need to conform to the will of the people,ensure that the people get rich and promote well-rounded development of individuals;and the need to build a new development pattern and realize high-quality development based on the new development stage.The key tasks of promoting institutional integration and innovation for common prosperity include:adhering to and improving the basic socialist economic system,accelerating the improvement of the system for promoting high-quality economic development,establishing a sound system for expanding middle-income groups,improving the income distribution system,refining the modern fiscal,taxation and inclusive financial system,and promoting the equalization of basic public services,improving the systems for developing the rural collective economy and increasing farmers’ income,and improving the system for mobilizing the poor to actively participate in social governance.
