环境政策如何影响农户生活垃圾分类意愿——基于社会规范和价值认知的中介效应分析

How do environmental policies affect farmers’willingness to classify domestic waste—Analysis of intermediary effect based on social norms and value cognition

为探究环境政策对农户生活垃圾分类意愿的影响机理,本文整合公共政策的导向功能和计划行为理论,运用闽、徽、陕三省数据进行实证检验。结果表明:环境政策能够提升农户生活垃圾分类意愿,具有多种环境政策获知途径的农户其意愿提升幅度最高,而单一环境政策获知途径间提升作用差异不大。相较于非项目村,农村环境连片整治项目村的农户生活垃圾分类意愿受环境政策影响强度更大。环境政策通过影响社会规范中介因子和价值认知中介因子进而影响农户的生活垃圾分类意愿,且社会规范的中介效应比价值认知高,从而证明环境政策的行为导向较之观念导向更明显。此外,家庭废纸产生量使得环境政策知悉对农户生活垃圾分类意愿的促进关系存在转折点,当家庭年平均废纸产生量超过24斤(1斤=0.5千克)时,两者影响关系不再显著。

In order to explore the influence mechanism of environmental policy on household garbage classification intention of farmers,this paper integrates the guiding function of public policy and planned behavior theory,and uses data from Fujian,Anhui and Shaanxi provinces to conduct empirical test.The results showed that the environmental policy could improve the household garbage classification intention of farmers,and the farmers with multiple environmental policy information channels had the highest improvement degree of willingness,while the single environmental policy information channels had little difference in the improvement effect.Compared with non-project villages,farmers’intention of MSW classification was more strongly affected by environmental policies in the project villages.Environmental policies affect farmers’intention of household garbage classification by influencing mediating factors of social norms and value cognition,and the mediating effect of social norms is higher than that of value cognition,which proves that the behavioral orientation of environmental policies is more obvious than that of concept orientation.In addition,household waste paper production makes environmental policy awareness have a“turning point”in promoting households’willingness to separate household waste.When household waste paper production exceeds 12 kg/year,the relationship between the two is no longer significant.
