执行有效性、合法性风险与街头创新的持续:以Z市卫生监督所监管创新为个案的分析

Implementation Effectiveness,Legitimacy Risk,and the Sustainability of Street-level Innovation:A Case Study on an Innovation of Regulatory Enforcement by Z Municipal Public Health Supervision Institute

“街头创新”已成为街头官僚研究的一个重要主题;国内情境下的研究也已关注到这个主题并考察了这类创新的发生机制。鉴于唯有可持续、也即能被持续执行的创新才算得上是真正的创新,因此还需进一步考察街头创新在被发起后何以能持续的问题。对既有相关研究的回顾与分析表明,街头创新能否持续取决于能否实现执行有效性并规避合法性风险。以Z市卫生监督所的一项被称作“动态量化监管”的监管模式创新为个案的分析表明,街头官僚机构管理者所拥有的权力与创新执行所能取得的实效交互地促成了创新的执行有效性,而营销与脱耦并用则是有效地规避合法性风险的积极且务实之举。

Street-level innovation has drawn more and more attention,and its initiation dynamics has been explored in Chinese context.A question need to be further explored is that how street-level innovation can be sustainable.A review of related literature indicates that the sustainability of street-level innovation depends on its implementation effectiveness and legitimacy risk.A case study on a regulatory innovation by Z municipal public health supervision institute shows that,the power of the street-level bureaucracy’s manager and the actual effects from the implementation contribute the implementation effectiveness interactively,and the combination of marketing and decoupling can be used to avoid the legitimacy risk.
