政府作为经济社会活动管理者,履职效果直接影响一个地区经济发展。通过评估317个地市级政府经济发展职能绩效水平,研究发现,地方政府经济发展职能重心已由过去片面“追求经济快速增长”向注重“促进经济结构转型升级”转变;地市级政府经济发展的东中西区域绩效水平差距有所缩小,但“东高西低”绩效梯次格局仍未发生变化,东部地区依然是中国经济增长的压舱石,而经济增长绩效水平持续下滑的东北地区则影响了全国政府经济增长绩效水平的提升;“南北”政府经济发展绩效水平差距问题逐步凸显,区域内城市群一体化发展成为助推区域经济增长的重要支撑点。由此,加快推动区域经济发展一体化,尤其是城市群一体化建设,统筹规划东、中、西以及东北地区经济产业结构布局,发挥“南北”经济发展相对比较优势,挖掘不同地区经济转型发展的嵌入融合点,推动地区产业结构升级转型,将成为政府推动地区经济高质量发展的重要方向。
