关于优化新时期国防科技工业布局的思考与探索

国防科技工业的布局是否合理,不仅会长期影响国防生产力的发展,还会影响国民经济的发展,进而直接影响整个国家的发展战略目标。新中国成立以后,国家一直根据国际形势并结合国情以及未来发展战略目标,适时的对国防工业的布局进行合理的调整,“十四五”将成为国防科技工业布局新阶段的起点。坚持马克思主义原理、总结历史经验、针对现实存在的问题,文章提出了优化国防科技工业布局的政策建议:健全优化国防科技力量布局,调整优化军品科研生产能力结构,优化升级产业结构,健全规范空间布局,从而实现国防科技工业的高质量发展。

Whether the layout of the defense science and technology industry is reasonable will not only affect the development of national defense productivity in the long term,but also affect the development of the national economy,and directly affect the development strategy goals of the entire country.After the founding of New China,the country has been making reasonable adjustments to the layout of the defense industry in a timely manner in accordance with the international situation,combined with national conditions and future development strategic goals.The"14th Five-Year Plan"will become the starting point for a new stage of the deployment of defense technology and industry.Adhering to Marxist principles,summarizing historical experience,and aiming at existing problems,this article puts forward policy recommendations for optimizing the layout of national defense science and technology industry:improve and optimize the layout of national defense science and technology forces,adjust and optimize the structure of military research and production capacity,optimize and upgrade the industrial structure,and improve and standardize the spatial layout.Realize the development of national defense science and technology industry.
