摘要
冷战期间,日本政府确立了“宪法允许在毫无他法的情况下对敌方基地发起攻击,但不允许拥有‘对敌基地攻击能力’”的法理解释。基于此,日本在一定程度上限制了导弹实力的发展。冷战后,日本政府以“只有具备完整的装备体系才算是拥有了‘对敌基地攻击能力’”为借口,在没有修改“宪法不允许拥有‘对敌基地攻击能力’”这一法理解释的情况下,逐步强化了个别武器装备的“进攻”性能。在安倍政府积极推动日本军事战略转型的背景下,自民党内强调构筑“对敌基地攻击能力”的主张愈加强烈。岸田文雄就任首相后,日本政府进一步加快了充分拥有“对敌基地攻击能力”的进程。
During the Cold War,the Japanese government formulated the following constitutional interpretation:"According to the Constitution,attack action against the enemy bases should be taken as a last resort by Japan,but Japan is not allowed to develop the attack ability against enemy bases." Given that precondition,Japan’s missile capabilities development had been limited to a certain extent.Since the end of the Cold War,the Japanese government,on the pretext that "only with an adequate weapon equipment system can Japan have the attack ability against enemy bases",has been improving the preemptive attacking capability of weapons without any amendment to the previous constitutional interpretation.In addition,with the Abe administration’s push towards the military reform in Japan,demands for developing the attacking capability against enemy bases within the Liberal Democratic Party had gathered momentum.Since Fumio Kishida took office as Prime Minister,Japanese government has accelerated its process of acquiring this ability.
