“一提一补”水价政策中农户的意愿影响因素研究

Research on the Influencing Factors of Farmers’ Willingness in Water Price Policy of‘One Raise and One Supplement’

衡水地区是华北平原主要地下水漏斗区,自衡水市桃城区实施“一提一补”管理节水政策至今,取得显著成效的同时,也出现了政策执行效果的衰减响应。因此,基于衡水地区“一提一补”试点村的实地调研数据,就“一提一补”政策实施后农户节水意愿问题进行Logistic二元回归分析,得到以下主要结论:(1)研究区域农户文化程度偏低,老龄化较为严重;78.1%样本用户节水意愿偏低。(2)年龄、节水农户对补贴标准的评价分别在0.1、0.01水平上显著正向影响农户节水意愿;单次水量减少导致减产的认知在0.01水平上显著负向影响节水农户意愿。(3)“一提一补”水价政策的执行效果逐渐衰减,农户响应疲软。提出完善提价与补贴标准、认真贯彻落实节水政策等对策建议。

Hengshui area is the main groundwater funnel area in North China Plain.Since the implementation of the water-saving policy of‘One Raise and One Supplement’in Taocheng District of Hengshui City,the remarkable results have been achieved.At the same time,the attenuation response of the implementation effect of the policy has also appeared.Therefore,based on the field survey data of‘One Raise and One Supplement’pilot villages in Hengshui area,the logistic binary regression analysis on farmers’willingness to save water after the policy implementation of‘One Raise and One Supplement’was carried out.The main conclusions are as follows:(1)the education level of farmers in the study area is low and the aging is serious.78.1%of the samples have low willingness to save water.(2)Age and water-saving farmers’evaluation of subsidy standards have a significant positive impact on farmers’willingness to save water at the levels of 0.1 and 0.01 respectively.The cognition of yield reduction caused by single water reduction has a significant negative impact on the willingness of water-saving farmers at the level of 0.01.(3)The implementation effect of water price policy of‘One Raise and One Supplement’is gradually declining,and farmers’response is weak.The countermeasures and suggestions are put forward to improve the price increase and subsidy standards and conscientiously implement the water-saving policy.
