The approval and forwarding of local experience is the original path of institutional creation explored by CPC under the leadership of Mao Zedong,relieving the dilemma of institutional creation in new China.After the central approval and forwarding,the local experience has become a part of the state institutional system,functioning institutionally in a unique way which guarantees the initiative of both the central and the local regimes and gives the state institutional system with flexibility and adaptability.Mao Zedong’s exploration opened up a right path of institutional creation,which constituted the endogenous driving force for the modernization of the state institutional system of China.
