基于Shapley值法的再生水回用利益分配机制研究

Study on Benefit Allocation Mechanism of Reclaimed Water Reuse Based on Shapley Value Method

再生水是“城市第二水源”,具有经济、社会、环境等各方面效益,公平合理的利益分配机制是促进再生水持续推广的重要保障,因此基于利益相关者视角,剖析政府、再生水厂、公众间的利益关系,并通过Shapley法为三方设计公平、合理的利益分配方案,以调动三方合作推广再生水的积极性。最后结合具体算例对Shapley值修正,结果表明Shapley值法在再生水回用利益分配收益方面具有可行性和适用性,各方利益得到公平且合理的分配,有助于再生水的持续使用和推广。

Reclaimed water is the"second source of water for the city",which has economic,social and environmental benefits.A fair and reasonable benefit distribution mechanism is an important guarantee to promote the sustainable promotion of reclaimed water.The interest relationship between government,recycled water plant and the public is analyzed from aspect of stakeholders.The Shapley method is used to design a fair and reasonable benefit distribution scheme for the three parties,in order to motivate them to cooperate in the promotion of recycled water.The example results show that the Shapley method is feasible and applicable to the benefit distribution of recycled water reuse,and the benefits of each party are fairly and reasonably distributed,which helps the sustainable use and promotion of recycled water.
