共同富裕背景下公共服务与现代财政金融制度——基于公众清廉感知的微观视角

Public Services and Modern Financial Systems in the Context of Common Prosperity:Micro Perspective Based on Public Perceived Incorruptibility

公共服务供给水平会影响微观主体的清廉感知和政府信任,进而影响公众对财政金融政策有效性的预期,对构建现代财政金融制度和实现共同富裕具有至关重要作用。基于省会城市居民生活调查数据和采用有序logit模型,考察各类公共服务满意度对公众清廉感知的影响,研究发现,教育、医疗、社会治安、下水道与垃圾处理等四类公共服务满意度越高,则公众对地方政府清廉水平的评价越高;且这四类公共服务满意度对个体清廉感知的影响效应在不同性别、年龄、教育水平、政治面貌、收入水平的个体中存在差异。建议提升特定类型的公共服务满意度以提升公众对政府清廉水平的主观评价,从而提升公众对政府的信任并增强公众对财政金融政策有效性的预期,助力现代财政金融制度和共同富裕的实现。

Because the supply level of public services can affect micro agents’perceived incorruptibility and trust in the government and can further their expectation of the effectiveness of fiscal and financial policies,it plays a vital role in building a modern financial system and common prosperity.Using survey data on residents’lives in provincial capital cities and an ordered logit model,this paper investigates the impact of public service satisfaction on public perceived incorruptibility.The findings show that higher satisfaction with education,medical services,public security,sewerage,and waste disposal increases public evaluation of the incorruptibility of the local government,with the influence effect varying across gender,age,education level,political affiliation,a nd income level.Therefore,this study suggests improving satisfaction with specific types of public services to enhance public subjective evaluation of government incorruptibility,so that the public will have more trust in the government and stronger expectations of the effectiveness of fiscal and financial policies,thereby promoting the achievement of a modern financial system and common prosperity.
