“三社联动”参与城市社区体育治理模式研究——基于多案例分析

Research on the Model of“Linkage among Community,Social Organization and Social Workers”Participating in Urban Community Sports Governance——Based on multi-case analysis

“三社联动”社区治理模式已由地方实践探索上升至国家推动基层社区治理的主要方式,对深入推进城市社区体育治理创新具有借鉴价值。采用文献资料法、案例分析法及逻辑分析法等梳理分析“三社联动”参与城市社区体育治理模式。本研究按照“行政性力量—自治性力量”维度划分为政府主导型、内需驱动型及项目引领型三种主流治理模式。通过案例分析对“三社联动”参与城市社区体育治理特征、治理过程、面临问题等进行分析研究,并提出发展建议:有效激活联动主体,激发城市社区体育治理内生动力;科学调动政府资源,构建体育资源有效供给体系;强化“党建+服务”布局,优化城市社区体育治理模式。

The community governance model of“Linkage among Community,Social Organization and Social Workers”has been promoted from local practice and exploration to the main way for the state to promote grass-roots community governance,which has reference value for further promoting the innovation of urban community sports governance.Through the use of literature method,case analysis and logical analysis methods to sort out and analyze the“Linkage among Community,Social Organization and Social Workers”to participate in the governance of urban community sports.According to the dimension of“administrative power-autonomous power”,this study can be divided into three mainstream governance models:government-led,demand-driven and project-led.Through case analysis,this paper analyzes and studies the characteristics,governance process and problems faced by the“Linkage among Community,Social Organization and Social Workers”to participate in the governance of urban community sports,and puts forward suggestions for development:Activate the linkage subject effectively and stimulate the endogenous power of sports governance in urban communities;Scientifically mobilize the government resources and construct the effective supply system of sports resources;Strengthen the“Party building+service”layout,optimize the urban community sports governance model.
