The Approach to Standardizing Local Adaptability Governance under Background of Carbon Peak and Carbon Neutrality Goals

地方适应性治理降低脆弱系数、加强危机管理、增强恢复能力的功能有助于“双碳”目标的达成,但是在实践中却因法律法规依据不充分、风险识别不系统、适用领域不全面、实施后果不明朗而规范性欠缺。唯有通过加快构建地方适应性治理的法治体系,系统引导地方适应性治理的风险识别,全面拓展地方适应性治理的适用维度,以及科学运行地方适应性治理的问责机制来规范“双碳”目标背景下的地方适应性治理,才能保障其积极作用的有效发挥。

The functions of local adaptability governance to reduce vulnerability coefficient,strengthen crisis management and enhance recover capability are conducive to the achievement of carbon peak and carbon neutrality goals. However,local adaptability governance lacked normative in practice owing to insufficient legal basis,unsystematic risk identification,incomplete application fields and unclear implementation consequences.We can standardize local adaptability governance under background of carbon peak and carbon neutrality goals by accelerating the constructing of a legal system for local adaptability governance,leading risk identification of local adaptability governance systematically,expanding the applicable dimensions of local adaptability governance comprehensively and operating the accountability mechanism of local adaptability governance scientifically,and then ensure that it will play a positive role effectively.
