高密度片区城市更新的全过程咨询模式研究——基于上海的探索与实践

Study on Full-Process Engineering Consulting Model with Regard to High-Density Renewal of Urban Districts:Based on the Exploration and Practice in Shanghai

高密度片区城市更新中,通过应用全过程咨询模式,实现片区的高水平开发,将会成为全国片区型城市更新的重要方向。基于上海在城市更新方面的探索和实践,提出高密度片区城市更新应建立征收、规划设计、投资、施工、运营等五大总控为一体的全过程咨询模式,按照一个导则、一套总图、一个体系推进工作,形成高密度片区的全过程服务能力。在此基础上,城市更新应建立简政放权、两级联动、全程服务和CIM应用的工作机制,进一步提升城市更新能级和效益。

In the urban renewal of high-density districts,the advanced development of districts can be achieved by applying the full-process engineering consulting model,which will become the main direction of district-based urban renewal in the whole country.Based on the exploration and practice of urban renewal in Shanghai,the renewal of high-density areas is advised to establish a full-process engineering consulting model that integrates five propositions as one,including expropriation,planning and design,investment,construction,and operation.It follows methodology in accordance with one guideline,one set of general plans,and one system,in order to build capability of comprehensive services.On this basis,urban renewal should establish an effective mechanism with respect to streamlining administration and delegating powers,top-down linkage,full service and CIM application,to further enhance the level of urban renewal.
