摘要
介绍目前市场上片区综合开发项目的投融资模式,从运作方式、资金来源、采购方式及操作难点等方面进行模式比较。以合规性为前提,提出“PPP+专项债+市场化”的解决方案,以期为参与各方提供一些参考。
This paper introduces the current investment and financing models of comprehensive development projects in the area,and compares them from the aspects of operation mode,capital source,procurement method and operational difficulties.On the premise of compliance,proposesa solution of “PPP + special debt + marketization”,in order to provide some reference for all parties involved.
