面向过程治理的城市体检评估框架与协同研究

Research on the Framework and Integration of Urban Physical Examination For Process Governance

城市体检评估是落实新时代高质量发展、高品质生活和高效能治理的重要政策工具,是推进“人民城市人民建”的重要举措。文章结合近年来部分城市体检评估实践,通过比较分析住房和城乡建设部、自然资源部的城市体检评估特征及其薄弱环节,探索建立了面向过程治理的“前期准备—保障机制—评估分析—反馈落实”体检评估框架,探析了体检评估结论在国土空间规划中应用的主要路径,并从地方政府视角出发,针对城市体检评估工作提出“共建体检评估信息平台、搭建系统统筹协同机制、突出指标问题空间属性、强化评估结论有效应用”四点建议。

Urban physical examination has become an important approach in the realization of high quality development,high quality life,and high efficiency governance,and a platform of people’s participation in urban development.With the practice of urban physical examination in several cities,the paper compares the characters and weakness of urban physical examinations carried out by The Ministry of Housing and Urban Rural Development and The Ministry of Natural Resources,establishes a conceptual framework for process governance:“early preparation-insurance mechanism-evaluation analysis-feedback and correction”,studies the application of physical examination results in territorial space planning,and proposes improvement suggestions for urban physical examination from four aspects:co-construction of information platform,establishment of systematic integration mechanism,highlight of the spatial attributes of indices,effective application of evaluation results.
