厦门市生态空间规划管控历程、特征及优化策略

Progress,Characteristic,and Optimization Strategy of Ecological Space Planning and Control,Xiamen

生态空间规划管控是实现生态空间治理和推进生态文明建设的基础。文章回顾与评价了厦门经济特区设立以来的生态空间规划管控历程,并结合国土空间规划体系改革要求和生态理念,对市级生态空间规划进行了思考,从而提出了转变规划思维、调整规划方法,统筹全市域、全要素生态空间;衔接国土空间规划、生态设计、生态修复及生态相关规划,运用“多规合一”,健全生态空间规划管控体系,落实规划实施传导;对应管理事权,提出生态空间分区分级规划管控策略、协调行政单元和生态单元、创新生态空间详细规划编制等具体建议,以期为其他地区的生态空间规划管控提供参考。

Ecological space planning and control is crucial to ecological space governance and ecological civilization.We reviewed the history of ecological space planning and control in Xiamen since its foundation as a special economic zone.Considering the requirements of territorial space planning and ecological theory,we proposed some suggestions for Xiamen ecological space planning in the new era.First,we need to adjust our planning concept and method.Ecological space planning should cover the whole domain and all the ecological elements.Second,ecological space planning should engage with territorial space planning,ecological design,ecological restoration and other ecology-related planning to integrate planning governance system.Third,in accordance with management authority,detailed ecological space planning shall adjust zoning and grading strategy considering both administrative and ecological units.
