摘要 建设工程工程量清单招标投标报价评审是通过招标投标实现合理标价的重要环节。文章系统梳理了影响报价评审效果的重要因素,分析了招标投标报价评审中经常出现的,发包人擅自提高或压低最高投标限价、投标人盲目压价和恶性竞争、投标报价评审质量不高探讨等问题,从制度、技术和管理三方面提出了改进投标报价评审办法,通过改进最高投标限价形成机制、增加信用因素、改变算数修正方法等措施,进一步改进和完善报价评审相关机制和方法,完善工程造价市场形成机制。文章认为,完善工程量清单招标投标报价评审办法,规范招标人、投标人和评标专家行为,对遏制不正当竞争,实现合理标价具有重要作用,是全面深化工程造价改革、服务建筑业高质量发展的需要。 The evaluation of bidding quotation of construction engineering bill of quantities is an important link to achieve reasonable price through bidding. This paper systematically sorts out the important factors that affect the evaluation effect of quotation, and analyzes the problems that often appear in the evaluation of bidding quotation, such as the employer arbitrarily raising or lowering the maximum bid price limit, bidders blindly suppressing prices and vicious competition, and the low evaluation quality of bidding quotation, etc. This paper puts forward some methods to improve the evaluation of bid quotation from three aspects: system, technology and management. By improving the formation mechanism of the highest bid price limit, increasing credit factors, changing arithmetic correction methods and other measures, we will further improve and perfect the relevant mechanisms and methods of quotation review and perfect the formation mechanism of the engineering cost market. The article thinks that perfecting the evaluation method of bidding quotation of bill of quantities and standardizing the behaviors of tenderers, bidders and bid evaluation experts play an important role in curbing unfair competition and realizing reasonable bid price, which is the need of comprehensively deepening the project cost reform and serving the highquality development of the construction industry.
