北疆某隧洞工程超合同水量排水费用争议与思考

Dispute and Consideration on the Cost of Drainage Exceeding the Contract Water Volume of a Tunnel Project in Northern Xinjiang

随着国家经济建设的快速发展,大量长距离大埋深隧洞工程不断涌现。由于前期地勘工作的局限性,隧洞施工过程中实际渗水量会出现超过合同约定的情况,并产生超合同水量排水费用。文章从业主方的角度,分析了长距离、高扬程及大流量地下隧洞工程在水量记录不全的情况下计算排水量及费用的方法,提出了水泵用电量和地质编录水量两种水量核算新思路,分析了两种方法的优缺点。工程应用结果表明,这两种方法实际可行,较好地解决了排水费用争议问题,给排水费用计算提供了新的理论依据。文章针对实物量法审核排水费用需注意的问题,从水泵扬程利用率和中间集水坑水量及数量两方面进行了分析;最后针对现阶段地下隧洞工程长距离、大流量排水工作存在的问题提出了几点思考建议。

With the rapid development of national economic construction, a large number of long-distance and deep tunnel projects are emerging. During the construction of tunnel, due to the limitations of preliminary geological exploration, the actual seepage volume in the construction process will exceed the seepage volume agreed in the contract, resulting in the drainage cost exceeding the contract volume. From the perspective of the owner, this paper analyzes the method of calculating the drainage and cost of long-distance, high lift and large flow underground tunnel engineering under the condition of incomplete water volume records, and puts forward two new ideas of water quantity accounting: water pump power consumption and geological logging water quantity, and analyzes the advantages and disadvantages of the two methods. The engineering application results show that the two methods are practical and feasible, better solve the dispute of drainage cost, and provide a new theoretical basis for the calculation of water supply and drainage cost. In view of the problems needing attention in the review of drainage cost by physical quantity method, this paper analyzes the utilization rate of pump head and the water volume and quantity of intermediate sump. Finally, some suggestions are put forward for the problems existing in the drainage of underground tunnel engineering at the present stage.
