陕西省黄河流域生态保护和高质量发展路径研究

Study on ecological protection and high-quality development path of the Yellow River Basin in Shaanxi Province

推动黄河流域生态保护和高质量发展,具有重要的历史意义和战略意义。在“创新、协调、绿色、开放、共享”新发展理念指导下对陕西省生态保护和高质量发展进行研究。首先,对陕西省内黄河流域现状和界定和划分作了分析。其次,基于跨区域国家战略政策福利和“共同抓好大保护、协同推进大治理”思路,比较流域相邻区域情况,运用SWOT分析陕西省区位条件。最后,针对存在问题包括水土流失、水资源短缺、交通基础设施网络短板、黄河文化弘扬不够等,提出相应政策建议。

It is of great historical and strategic significance to promote the ecological protection and high-quality development of the Yellow River Basin. Under the guidance of the new development concept of "innovation, coordination, green, openness and sharing", this paper studies the ecological protection and high-quality development of Shaanxi Province. Firstly, the current situation, definition and division of the Yellow River Basin in Shaanxi Province are analyzed. Secondly, based on the cross regional national strategic policy welfare and the idea of "jointly grasping the great protection and jointly promoting the great governance", the situation of adjacent regions of the basin is compared, and the location conditions of Shaanxi Province are analyzed by SWOT. Finally, in view of the existing problems, including soil erosion, shortage of water resources, short board of transportation infrastructure network, insufficient promotion of the Yellow River culture and so on, this paper puts forward corresponding policy suggestions.
