高通量卫星通信在海巡船艇应用的探索与思考

摘要 交通运输部海事局提出建设“陆海空天”一体化水上交通运输保障体系,海巡船艇作为该体系中的有机组成部分被赋予了重要的作用,但是船岸宽带通信问题限制了海巡船艇发挥移动监管、搜救及指挥中心等作用。结合我国高通量卫星发展现状,针对海巡船艇在日常海事管理中遇到的信息化宽带通信等问题,提出了高通量卫星船岸宽带通信解决方案,基于深圳海事局实际应用经验,提出改进与完善海巡船艇船岸通信方式,为构建“陆海空天”一体化水上交通运输保障体系贡献力量。 China Maritime Safety Administration has put forward the development of an integrative maritime transportation guarantee system incorporating land,sea,air and space.As an important component of the system,maritime patrol boats are given an important role.However,the problems of ship-shore broadband communications have restricted the role of patrol boats in mobile supervision,search and rescue and commanding.Taking into consideration the existing conditions with China’s high-throughput satellites and in view of the problems of ship-shore broadband communications encountered by maritime patrol boats in routine maritime administration,the paper proposes the solutions for ship-shore broadband communications using high-throughput satellites.Taking the practice by Shenzhen MSA as an example,it puts forward the approach for improving the ship-shore communications,in the hope of facilitating the development of the integrative maritime transportation guarantee system.
