强权似乎是人类社会中一个无法消除的现象,不仅在农业社会等级制条件下存在着强权,而且在工业社会的人权理念下,特别是在人们基于平等和自由的原则而进行了社会建构后也一直没有消除强权。事实上,在工业社会的政治和社会生活中处处存在着强权,强权的表现形式多种多样。尤其是在国际社会世界治理中,强权暴露出其野蛮的性质。在全球化、后工业化的历史性社会转型过程中,强权的终结存在某种希望。就人类已经陷入了风险社会看,任何形式的强权及其在任何地点的存在都具有极大的危害性。因此,在全球化、后工业化的风险社会中,一个非常重要的任务就是在人与人、人与世界的关系中用承认与包容置换强权。承认与包容是合作行动的前提,而合作行动是人的共生共在成为现实的唯一出路。

Power seems to be an inexorable phenomenon in human society,not only under the conditions of agricultural social hierarchies,but also under the concept of human rights in industrial society,especially after people have made social constructions based on the principles of equality and freedom,has not eliminated the power.In fact,power exists everywhere in the political and social life of industrial society,and power takes many forms.In the international community and in world governance,power reveals its barbaric nature.In the historical social transformation process of globalization and post-industrialization,we see some hope of the end of power.As far as human beings have fallen into a risk society,any form of power and its existence in any place is extremely harmful.Therefore,in the risk society of globalization and post-industrialization,a very important task is to replace power with recognition and tolerance in the relationship between people and people,people and the world.Recognition and tolerance are the prerequisites for cooperative action, and cooperative action is the only way out for the symbiosis of human beings to become a reality.
