高等教育现代化治理范式的转型及其路径选择——基于新制度主义社会学的视角

Transformation of Modernization Governance Paradigm of Higher Education and Its Path Selection——Based on the Perspective of New Institutionalism Sociology

探究高等教育现代化治理范式的转型,对高等教育现代化的实现具有重要意义。高等教育现代化治理的实质是在制度的引导下实现治理体系与治理能力的现代化,其核心是推动高等教育现代化治理范式向制度性治理转型。基于新制度主义社会学的制度构建理论视角,发现范式转型过程面临社会规范层面制度供给不足、社会关系层面主体间利益分配矛盾、文化—认知层面制度共识度不够等问题。因此,推动高等教育现代化治理范式向制度性治理转型,要以强化法治化思维为中心,构建完备健全的政策法规体系;以消解利益冲突为核心,实现主体间的多元互动;以达成文化认同为旨归,破除传统负向文化样态壁垒。

It has great significance to the realization of higher education medernization thatresearches the transformation of higher education modernization governace paradigm.The essence of modernization governance of higher education is to realize the modernization of the governance system and capacity under the guidance of institutions,and the core of which is to promote the transformation of the modernization governance paradigm of higher education to institutional governance.Based on the perspective of the system construction theory of new institutionalism sociology,it is found that the process of paradigm transformation is facing issues such as insufficient institutional supply at the level of social norms,contradictions in the distribution of interests between subjects at the level of social relations,and insufficient institutional consensus at the level of culture-cognition.So,to promote the transformation of the modernization governance paradigm of higher education to institutional governance,a complete and sound policy and regulation system must be established with the enhancement of legal thinking as the center;the elimination of conflicts of interest should be taken as the core to realize multiple interactions between subjects;so as to realize cultural identity as the gist and break down the modality barriers of traditional negative culture.
