内蒙古“双一流”建设现状、困境及对策建议

Status Quo, Predicament and Countermeasures ofDouble First-class Construction in Inner Mongolia

“双一流”建设是提升高等教育综合实力、增强国家核心竞争力的重大决策部署。目前,内蒙古“双一流”建设虽然取得了积极进展,但仍然存在整体规划统筹不到位、人才队伍支撑学科能力不足、与经济社会发展契合度不高、资金投入效益不明显、学科发展机制不健全等困境。深入推进内蒙古“双一流”建设,必须强化战略布局,创新政策供给;坚持立德树人,聚焦人才培养;聚焦社会服务,融入区域发展;注重建设成效,合理统筹资源;突出优势特色,深化机制改革。

Double first-class construction is a major decision and deployment for China to improve the comprehensive strength and international core competitiveness of higher education.At present,although the double first-class construction in Inner Mongolia has made positive progress,there are still some difficulties.The overall planning is not in place,the talents' ability to support the discipline is insufficient,the degree of conformity with economic and social development is not high,the benefit of capital investment is not obvious,and the discipline development mechanism is not sound.To further promote the double first-class construction in Inner Mongolia,we have to strengthen the strategic layout and innovate the policy supply,to adhere to moral education and focus on talent training,to pay attention to social services and integrate into regional development,to lay emphasis on the effectiveness of construction and jointly coordinated resources,and to highlight advantageous characteristics and deepen mechanism reform.
