俄白联盟情报合作分析

Analysis of Russia-Belarus Union's Intelligence Cooperation

[研究目的]自2020年白俄罗斯政治危机发生后,俄罗斯与白俄罗斯两国情报安全机构一改过往保持相互间独立性、避免进入大众视野的立场,强化情报合作并公开互动。对此进行研究,吸收其合作成功经验,对我国维护国家安全具有重要意义。[研究方法]通过研究历史资料、官方文件以及国内外相关论著,梳理俄白联盟情报合作的历史沿革和体系结构,分析自2020年白俄罗斯政治危机发生后俄白联盟强化情报合作的动因,评估该情报合作的效能与风险,并总结其政策启示。[研究结论]研究表明,俄白基于维护国家安全与巩固联盟关系的需要推动情报合作公开化,且总体效果显著。我国应借鉴其经验,与相关国家探索建立符合中国国情的情报合作机制,维护自身核心安全利益。

[Research purpose]Since the political crisis in Belarus in 2020,the intelligence and security agencies of Russia and Belarus have changed their previous position of maintaining mutual independence and avoiding entering the public view,and started to strengthen intelligence cooperation and public interaction.It is of great significance to research on their cooperation and absorb the successful experience,helpful for China to maintain national security.[Research method]By analyzing historical data,official documents and relevant works at home and abroad,this paper combs the historical evolution and comprehensive system of Russia-Belarus union's intelligence cooperation,analyzes its motivation after the political crisis in Belarus in 2020,evaluates the effectiveness and risk of the cooperation,and summarizes its policy enlightenment.[Research conclusion]The research shows that Russia and Belarus promote the publicity of intelligence cooperation based on the needs of maintaining national security and consolidating alliance relations,and the overall effect is remarkable.China should learn from their experience and explore in line with national conditions with relevant countries to establish an intelligence cooperation mechanism,so as to safeguard its core security interests.
