党的十八大以来,纪检监察机关问题线索处置方式发生了显著而深刻的变化,从十八大之前的筛选部分线索以供立案发展为全面分类处置问题线索,并对具体类别进行了三次调整。在这一过程中,全面分类处置问题线索取代了简单筛选办案线索,新增并突出运用“谈话函询”处置方式,将“拟立案”调整为“初步核实”的一种后续处理方式,并确立了集体研究问题线索的专题会议制度。这些发展变化对纪检监察工作带来深远影响,具有十分重大的意义。它为全面从严治党的贯彻落实夯实了基础,提升了纪检监察工作的规范化法治化水平,有助于纪检监察工作新理念的形成与巩固,有利于实现纪检监察工作高质量发展。

Since the 18th National Congress of the Communist Party of China,the discipline inspection and supervision organs have undergone significant and profound changes in the way they handle problem clues,from screening some clues for filing before the 18th National Congress to comprehensive classification and disposal of problem clues,with three adjustments made to specific categories.In this process,the comprehensive classification and disposal of“problem clues”replaced the simple screening of“case handling clues”,and the new and prominet use of“conversation and letter inquiry”method was added and highlighted.The“proposed case”is adjusted to“preliminary verification”of a follow-up treatment,and established a special meeting system for collective study on problem clues.These developments and changes have had a profound and far-reaching impact on discipline inspection and supervision work,which are of great significance:they have consolidated the foundation for the implementation of“comprehensively and strictly administering the Party”,improved the standardization and legalization level of discipline inspection and supervision work,contributed to the formation and consolidation of new ideas of discipline inspection and supervision work,and helped to achieve high quality development of discipline inspection and supervision work.
