内蒙古城市社区治理存在的问题与对策

Problems and Countermeasures of Urban Community Governance in Inner Mongolia

当前,内蒙古城市社区运行秩序良好但活力不足,存在社区服务供需不匹配、居民关系淡漠、政策法律宣传不足和民族团结创建不充分等问题。这些问题都可归因于社区党组织和居民自治组织将工作重心放在完成上级布置的工作上,未能引领居民通过多种方式共同开展社区治理服务。加强党建引领社区居民自治要从五个方面着力:开展好社区党组织自身建设,处理好社区和政府组织之间的关系,健全社区居民自治工作机制,积极拓宽社区居民自治的资源,围绕社区治理服务水平开展社区考核。

At present, the Urban communities in Inner Mongolia operate in good order but lack vitality. There are some problems in community, such as the service mismatch between supply and demand of community services, the indifference of residents, the lack of policy and law publicity and the inadequate construction of national unity. These problems can be attributed to the fact that party organizations and residents’ autonomous organizations of the communities are busy completing the work assigned by the superior party organizations and the government, and do not fully guide residents to jointly carry out governance and services of communities in a variety of ways. Community residents’ autonomy led by party building should focus on five aspects: to carry out the self construction of community party organizations, to handle the relationship between communities and government organizations, to improve the working mechanism of community residents’ autonomy and mobilize residents’ community participation, to actively broaden the resource sources of community residents’ autonomy, and community assessment is judged by the service quality of the community governance.
